The Tel Aviv - Los Angeles Partnership was launched in 1997, following several years of discussions within the Los Angeles Jewish Federation and between the Federation and the Jewish Agency for Israel (JAFI).  The connection with Tel Aviv was a result of the LA Think Tank on Diaspora–Israel Relations.   The intention was to serve the needs of the Jewish community of Los Angeles as well as those of Tel Aviv.  The Partnership can be seen as an historic experiment in creating on-going, mutual and reciprocal relationship between a Diaspora and an Israeli community.
